The resilience of states is put to the test during a major crisis, all the more so when facing a pandemic that burdens economic activities, drastically disrupts citizens' ways of life, weakens social systems, and puts pressure on healthcare structures—to name just a few of these direct negative effects.
States, forced to transform during these troubled times into "survival units," to use Norbert Elias's expression, have limited resources overall. It is therefore necessary to try to understand the mechanisms for an exit from the crisis that is both rapid and secure.
