Summary

Morocco’s health system faces structural pressures related to the availability, distribution, planning, attraction, and long-term retention of human resources for health. This thesis examines these interconnected challenges through an integrated framework linking workforce planning, organizational context, job satisfaction, retention, and quality of care. Its overall objective is to generate robust evidence and valid measurement tools that can support more sustainable and equitable health workforce policies.

The research is organized as a thesis by articles and brings together five complementary studies. First, a documentary analysis examines the stock of human resources for health and the mechanisms used for workforce planning in Morocco. Second, a scoping review maps the main challenges facing the health workforce. Third, a measurement scale adapted to health professionals is developed and validated to assess job satisfaction, considered a key determinant of retention and quality of care. Fourth, a national-level analysis investigates the factors associated with nurses’ job satisfaction. Fifth, the Arabic version of the KUHJSS scale is validated and applied to survey data collected from nurses.

By combining health-system analysis, the measurement of professional perceptions, and the identification of factors associated with satisfaction and retention, the thesis provides a coherent understanding of health workforce dynamics in Morocco. Its integrated findings offer implications for public policy and management, particularly in the areas of workforce planning, organizational practices, and retention strategies.

The research also discusses its methodological and analytical limitations and identifies priorities for future studies. Overall, this work contributes to stronger evidence-based decision-making aimed at improving workforce stability, supporting health professionals, and ultimately enhancing the quality of care in Morocco.
