
The Board of Directors (COSD) ensures the proper functioning of UEMF, sets the main strategic directions, and approves budgetary, organizational, and academic decisions.

The Strategic Guidance, Oversight and Development Council, also referred to as the Board of Directors, is responsible for:
Set the overall strategic direction of the University;
To ensure the proper functioning and development of the University;
To examine and approve the development plan for the University presented by its President;
To examine and approve the budget prepared by the University President;
to approve the University's budget and annual accounts;
approve the status of the University's teaching and research staff, as well as that of the national and foreign administrative and technical personnel;
appoint ad-hoc committees, in particular a remuneration committee to rule on the President's salary;
Ensure the execution of the budget and task the Administrative and Financial Director (Treasurer of the foundation) or their interim with co-signing, together with the President of UEMF, the payment orders for expenses and any other financial documents of the University;
To study and propose to the General Meeting the allocation of profits;
approve the establishment of institutes, units, and centers for teaching and/or research and define their mission;
decide on the establishment of the University's satellite campuses;
Establish internal regulations governing its own operations.
Composition of the Steering, Oversight and Development Board
The COSD is composed of at least 8 members appointed by a decision of the Ordinary General Assembly, under the conditions set forth in its Internal Regulations. It is chaired by the Chancellor. Three seats on the COSD are assigned automatically and on a permanent basis:
Representative of the ministerial department in charge of Higher Education, Scientific Research, and Executive Training
Ministerial Department in charge of Foreign Affairs and Cooperation
Ministerial Department in charge of the Economy and Finance.
