Assignment

The Administrative and Financial Affairs Department's missions are to:

  • ensure the financial balance of the University;
  • optimize financial resources for better allocation;
  • ensure the production and reliability of accounting information (general and analytical) according to the rules and standards in force;
  • produce analytical reports by Establishment and Management;
  • apply the accounting rules specific to the activity of the UEMF and its legal status;
  • guarantee the proper execution and integrity of treasury operations; 
  • ensure the production of periodic and annual statements and prepare the account closure file;
  • ensure compliance with the accounting procedures manual;
  • participate in inventory operations and produce all accounting information relating to the University's assets;
  • alert on any fact which may alter the assets of the UMF (fixed assets, customers, stocks, etc.);
  • reconcile accounting data with those from business solutions;
  • ensure the functional administration of the finance component of the IS;
  • participate in audit and statutory audit operations;
  • ensure the interface with donors for financial aspects;
  • guarantee the relevance of information from analytical accounting; 
  • develop and monitor the implementation of tools for managing UEMF achievements;
  • conduct periodic analyzes of the execution of annual budgets and monitor performance indicators;
  • establish monthly reporting;
  • participate in the qualitative improvement of accounting information;
  • ensure support for UEMF establishments with budgetary information;
  • contribute to all IS improvements;
  • participate in the budgetary monitoring of grants;
  • establish and monitor employment programs for UEMF research projects;
  • ensure compliance with the fiscal and social requirements of the UEMF in accordance with the regulations in force; 
  • apply the compliance rules to which the UEMF is subject (Foreign Exchange Office, customs, etc.).
