The mandate of the President of the UEMF is four years, renewable.
In the event of death, inability to exercise his functions or when the Orientation, Surveillance and Development Council decides to appoint a new President, this proposal must be submitted for the approval of His Majesty The King, President of 'Honor of the Euromed University of Fez. The President is chosen from among personalities recognized for their academic and scientific skills at the international level. He must present a strategic development project for the University in line with the missions assigned to him.


The President:
• manages the University and all of its components;
• chairs meetings of the University Council (CU);
• represents the University before any administration, corporate bodies, national or foreign Universities and any third party;
• accepts donations and legacies;
• holds all power necessary for the management of the University and its components;
• proposes University development projects to the COSD;
• incurs University expenses in accordance with the budget established by the COSD;
• keeps accounts of expenses incurred and liquidates the University's expenses and revenues;
• proposes to the Chancellor the agendas of the AG and COSD (CA);
• executes the decisions taken by the COSD, or delegates their execution;
• develops annual budgets and ensures their execution after they have been approved by the COSD;
• recruits the University's teaching and research staff as well as administrative and technical staff;
• ensures the coordination of the activities of the different entities, faculties, institutes, departments, units, mixed units, partnership entities and centers of the University;
• undertakes audits concerning the management of the University (financial management, administrative management and any other aspect related to the functioning of the University);
• performs all precautionary acts and represents the University in court;
• ensures that discipline is maintained within the University.

Specialty: Physics of Polymers, Nanomaterials and Nanotechnologies.

• President of the Euromed University of Fez
• Chancellor of the Hassan II Academy of Sciences and Technology
• President of ASRIC (African Scientific Research Innovation Council) which depends on the African Union

Previous responsibilities:
• Professor at Laval University, Canada (Assistant Professor, then Associate Professor and then Full Professor)
• Full Professor of the Senior Research Chair in the Physics of Polymers and Nanomaterials, Laval University, Canada
• Director of Graduate Studies and Plastics Engineering, Laval University, Canada
• Co-founder of the MASciR (Moroccan Advanced Science, Innovation & Research) research center of which he was Managing Director until 2011.
