The European Union (EU):

The European Union (EU) is the voluntary association of European states, in the economic and political fields, to ensure the maintenance of peace in Europe and to promote economic and social progress.
The EU is a unique organization. It is neither a federation, nor a confederation of states, nor an international organization. It is nevertheless endowed with legal personality by the Treaty of Lisbon (art. 47 TEU), which allows it to conclude treaties or adhere to conventions. Finally, the EU has strong institutions, to which the Member States have transferred part of their competences.

The European Investment Bank (EIB):

The European Investment Bank or (EIB) is the financial institution of the Member States of the European Union. Its main purpose is to borrow on financial markets to finance projects within the European Union. The EIB also finances projects outside the European Union, particularly in Mediterranean partner countries, through its Euro-Mediterranean Investment and Partnership Fund (FEMIP).
