The resilience of States is put to the test in times of major crisis, all the more so in the face of a pandemic affecting economic activities, drastically disrupting citizens' lifestyles, weakening social systems and putting pressure on structures
. health to only talk about these few direct negative effects.
The States, led to transform themselves during these disrupted times into “survival units” to use the expression of Norbert Elias, have, after all, limited resources and it is appropriate to try to understand the mechanisms allowing a way out of the crisis which is both fast and safe.
